The Philippine Atmospheric, Geophysical and Astronomical Services Administration advised the public that Southern Luzon, Visayas, and Mindanao will be experiencing foul weather today.  The agency identified a low pressure area right along the Intertropical Convergency Zone.  This low pressure area is headed towards the West Philippine Sea (formerly: South China Sea).
