Palace: GMA did not leave a flood control program

Palace spokesperson @Abi_Valte wrote on her twitter, “9 years of GMA in office and yet wala kaming inabutang flood control plan. nagkandahilo na si Chairman Tolentino sa kakahanap pero wala.” She goes on to let @mitosmagsaysay know that it takes longer than six months to implement flood control plans because there is a need to upgrade and repair infrastructure.

    For once, I agree with the sentiment that the blame shouldn’t be pinned entirely on GMA for the flooding. Still, here’s the thing. Back in Sept. 2010, all 17 mayors of Metro Manila signed the ‘Estero Declaration’ along with the MMDA, wherein they all pledge and commit to protect and clean-up Metro Manila’s waterways, precisely in preparation for potential flooding during the rainy seasons. Why, then, are lawmakers criticizing the President for something that is the duty and responsibility of the local chief executives?

    Consider also that flooding is rooted on issues that have to do with more than just flood controls. Contributory problems include informal settling along creeks and waterways, improper garbage disposal, lack of urban planning, even urbanization itself contributes to flooding problems. These are local issues that ought to be dealt with by local officials – local officials that include members of Congress, who have the funds available for infrastructure projects, urban poor relocation, canal/creek dredging, and garbage disposal.

    So, again I ask, why pin the blame on the President, past or present, when the responsibility clearly lies elsewhere?

      This only turned into another Gma vs Pnoy blaming game because Valte is a palace spokesperson and Magsaysay is a so called GMA proxy, but I agree with Raggster that this(flood control) is a local government issue among other issues he mentioned.

        Ano ang target for January 2012? Sana maging 35% by 2012 para talagang puwedeng magmalaki si Valte na “daang matuwid na ngayon!! Iba na ang level inefficiency at graft sa PhilHealth!!!”

          at kung nag “hire” ng limampung additional aso — “drug dogs” — si anti-Crime-Boss Ochoa para sa PDEA, puwedeng sabihin lalo ni Noyi-Noy — panis ang GMA administrasyon, tingnan ninyo, mas maraming ng asong drug-dogs ang gobyerno — iba na ang takbo, uma-asenso na ang bayan.

          Pipitsuging galaw at ubod-kalokohan na nadi-diyaryo si Presi-Noynoy dahil nagbubukas siya ng bagong Jollibee — kailangang ang picture-taking kay Presidente ay pagbukas ng bagong health clinic sa Zambales o sa Bikol. O kaya pagpirma ng kontrata para magtayo ng anim man lang na bagong school-building sa — Tarlac– Bukidnon.

            Maraming pogi-points when Presi-Noynoy makes a presentation to Congress on how Pilipinas will raise P50Billion to do flood-control projects for NCR (and parts of Central Luzon), and the top three items that the P50Billion will be spent. [I bet the presentation can easily include mention of hundreds (or thousands) of jobs that will be created.]

            Sana, Presi-Noynoy does this presentation to Congress before his second SONA. .

      Siguro naman, alam ni Valte that Falcon is their warning. Kung may grabeng baha sa 2012 o sa 2013? Iyong bagsak-salitang “eh hindi kami iniwan ng flood control plan ni Gu-LO” ay panis. Bagsak-salitang “…bakit, wala bang bagyo sa second half???” — mas panis.

      ( Pero opinyon ko lang iyong nasa itaas. Malay ko, bakit hindi nga ba hindi na puwede pa ring sisihin si Gu-Lo pag nagbaha sa 2012. Maaari ding ganuon kahaba ang pasiyensiya ng mga Pilipino sa Pilipinas. )
